This FFL Transfer Policy explains how STX Bullseye handles firearm orders that require shipment to a receiving federal firearms licensee (FFL) or lawful local pickup. Read it with the Terms & Conditions, Shipping Policy, and Refund & Returns Policy.
Overview
Online customers may select a receiving FFL for regulated products during checkout when required. An online order and payment do not complete Form 4473 online. The receiving dealer (or STX Bullseye for local pickup) completes the required transfer process before possession.
Selecting a Receiving Dealer
When your cart contains items that require an FFL transfer, checkout provides a dealer-selection step so you can choose a receiving FFL. You must select a dealer that can lawfully receive the item. STX Bullseye may reject a dealer selection that cannot be verified or that does not accept the transfer.
Contact the Dealer Before Checkout
Before placing an order, contact the receiving FFL to confirm that it accepts transfers of your firearm type, understands any special requirements, and can schedule your transfer after arrival.
Separate Transfer Fees
The receiving FFL may charge a separate transfer fee. That fee is set by the receiving dealer and is generally paid to that dealer. Confirm the fee before checkout. STX Bullseye transfer fees for inbound transfers to STX Bullseye as the receiving dealer, when applicable, are described on the Transfers page and collected according to store practice.
Submitting a Current Signed License
If STX Bullseye does not already have a current copy of the receiving dealer’s Federal Firearms License, the dealer may be asked to provide one before shipment. Follow checkout and dealer instructions for submitting license copies.
License Verification
STX Bullseye may verify the receiving license before shipping, including through available verification resources such as ATF FFL eZ Check where appropriate. If a license cannot be verified, shipment may be delayed or the order may be cancelled.
Release Only Through Lawful Transfer
The firearm is released only through the receiving dealer’s lawful transfer process. Required paperwork, identity verification, and any applicable background check occur in that process—not as a completed Form 4473 submitted through ordinary website forms.
Payment Does Not Guarantee Transfer
Payment for an online order does not guarantee that a transfer will be approved, completed, or released. Transfer outcomes depend on applicable law, identification, background-check results when required, receiving-dealer procedures, and related compliance requirements.
Delays, Denials, Refusal, or Abandonment
If a transfer is delayed, denied, refused by the receiving dealer, abandoned by the customer, or otherwise cannot be completed, contact STX Bullseye promptly. Options may include waiting for a lawful resolution, arranging return of the firearm under applicable rules, or cancelling unfulfilled portions of an order when cancellation is still available. STX Bullseye does not promise a particular outcome after a denial or refusal.
Customer Cost Responsibility
When a transfer cannot be completed for reasons not caused by an STX Bullseye error, the customer may be responsible for return shipping, restocking fees, distributor or carrier fees, and other outside charges, as described in the Refund & Returns Policy and any written order confirmation.
Local Pickup Procedures
If you choose lawful local pickup at STX Bullseye when available, you must visit in person with valid government-issued photo ID and complete all required transfer steps before the firearm is released. Call ahead to confirm that the firearm is ready and to confirm hours.
Name and Identification Consistency
The name and identification used for the transfer must match the lawful transferee. Bring current government-issued photo ID. Additional documentation may be required by law or by the receiving dealer.
Prohibited Straw Purchases
Straw purchases and other unlawful acquisition methods are prohibited. Do not buy a firearm for someone who is prohibited from possessing one, or allow another person to complete a transfer under false pretenses. Suspected unlawful activity may result in order cancellation and may be reported as required by law.
